Thanks very much good afternoon and happy day before Saint Patrick's Day also known as budget day. Most you've heard me talk about the budget before some privacy to me things and opening it's your question but we'll remind you that this is on the American first budget. We Americans first and America first candidate. You know in America first president and it shouldn't surprise anybody that we have an America first budget it's in the details. As we talked about last week 54 billion dollars of additional defense spending has more detail there where that money is going. We're seeing increases at the VA. Increases within the Department of Justice for law enforcement increases within the Department of Homeland Security for things that include border security. And immigration controls immigration within as he's. Increases within the Department of Energy to deal with the nuclear drive and then corresponding reductions similar amounts offsetting dollar for dollar. In other programs the largest production if you've seen the budget already is at 31% reduction with in the Environmental Protection Agency. The next largest production a percentage basis is with the Department of State. And the other departments are reduced. In lesser amounts I think the smallest reduction we have this NASA which is just less than 1%. There again as with many of the agency's you'll see certain line items within those budgets plus now. This is the message the president wanted to send the public. The press to to Capitol Hill he wants more money for defense more money for border enforcement more money for law enforcement generally. More money for the deaths of more money for school choice. And then to offset that money with savings elsewhere so that all of that is done without an additional dollar added to the deficit as the match before. This this budget does not balance the budget this budget simply reallocate and weep for re prioritize it's spending as any family or business would do. This budget does not those of you were not here last week this budget does not address the big picture items such as policy changes. Revenue flows tax policy. Mandatory spending this is simply the top line spending budget that's what we call these budget. Blueprint. And not the full bucket full budget which will contain all the rest of those pieces and parts will be released in May. Before to questions and it is an end don't ordinarily do yours kinda and call on the New York Times. Because they're in trouble. Apparently it's their upward when their time. It's a good question it's a fair question I would just suggest you've got the right time for the question of budget blueprint again does not deal with that it even doesn't even deal with the deficit. It's it was the first part of the appropriations process we'll send us up to heal now. Andy the appropriations committees house the senate or house controls the power of the purse to send it to congress controls experts. And this will be the first step in that process we will start to address the issues of the longer term deficit. Longer term debt. In that larger budget of course we'll have to deal that I'm with things like mandatory spending tax policy revenue flows. To the government so gets a fair question just don't think now with the top apps. He has 20% success the state department of you leaving a lot of discretion. To people who are charged career all of these agencies for. These cut but how much is intended to for me ten billion. Lot of it and keep Massa at as I've said before. One of the reasons that you've seen such a dramatic reduction of the State Department on a percentage basis is not that this president thinks that diplomacy is not important fact. Nothing could be further from the truth we've already seen as secretary Tillerson has had a tremendous one diplomatic success already of the deal he cut with Iraq. The president believes in diplomacy and we believe that this budget protects that core function of the State Department. It just so happens. That much of the foreign aid that the president talked about a campaign. Much of the money that goes to climate research green energy those types of things actually in the State Department budget. If those line items had been in that Department of Commerce UT Department of Commerce having on them by it that. I similarly large percentage so the answer your question is that most of the cuts within the State Department try to focus directly on foreign aid yes. Yes the the budget showed a point 8% decrease for NASA. But you've also talked running frustration. Using private companies such as basis for example for more of that so position ourselves you know as soon as you appreciate it. The private sector and use it showed commitment from the administration or worse science and asked. Because again if you go back and you do what we did which is go back to the president's speech is the interviews he gave in just talking to him. We tried to identify his priorities and he one of the things he told us was look I'm still interested in America being involved in its place in space exploration so even though. The overall top line number at NASA's reduced by small fraction I think it's zero point 8% as you mentioned. Individual line items that deal with specifically space exploration. Are actually bust up and part of that part of the the intent there is to promote exactly what you just talked about. Yes or questions you or experience in the house tells you that a lot of these cubs haven't been voted for war. You can see this budget opening bid you expect a lot of respect even from Republicans on this but it. Of these cuts and secondly JQ what about the president's campaign that was travel remember that you would touch Social Security Medicare big. The fact that's done in this but does that signal. Those programs remain untouched. The committee responsible what is that it ignores some new process spending 9% growth over the next day. How do you the second 11 which the president is absolutely going to keep the promises he kept on the campaign trail. Again you'll see no reference to Social Security here. No reference to Medicare here no reference to Medicaid purity the other mandatory programs that some people call entitlement programs. Because that's not what this budget is this is the discretionary part of the budget. Half of which is you nosed defense and the other houses everything else dealt with soup of government. So just because it's not here doesn't mean we're dodging the issue he would never seen any budget blueprint that deals with the top line spending numbers Social Security Medicare and Medicaid. The other question at not being popular on the hill. Yeah I I can recognize that I've been on the hill enough to know that some of these we very unpopular keep in mind the president is in a unique position. I've been a member of congress I represented 700000 people in South Carolina I had my constituency it was a district senators represent an entire state. We're always dealing with special interest from back home regularly lobbyist back on the president is beholden to none of that. The president is is crafted a budget for the entire nation because that's who he sees himself as represented. He did not have to ask lobbies for input as he did not ask actually put. The special interest for input on this and he certainly didn't focus on how these programs might impact a specific congressional district. But we know that going into it and get the message we're sending to the hill is we want more money for the things the president talked about defense being the top one national security. And we don't wanna add to the budget deficit if congress has another way to do that we're happy to talk about it is certain classes. Case space mountain the United Nations as the world's economy facing the largest humanitarian crisis and scandal there. Twenty million people in this whole country is facing starvation. Back. And yet you coffee funding for the UN comes from the into the formation but. Are you worried that some of the most vulnerable people. So it's. There. We're absolutely reducing funding to the UN into the various foreign aid programs including those run by the UN and other agencies that should come as a surprise to know what to watch the campaign. The president said specifically hundreds of times you've covered him. I'm going to spend less money on people overseas and more money on people back home and that's exactly what we're doing with its budget is now. Given here focus on dollar for dollar cost cuts and this great team. It's weird it's that's. Physically tired but he doesn't hit us he didn't insist on dollar for dollar that's why is that worry not concerned about adding to deficits this. Please it's. Beyond the large part of the step that that the point that question deals with it to 2017. Request which is a thirty billion dollar I think it's actually. Three billion billion and half is there for the wall. And it's not entirely offset as a couple reasons for that one of them is time. Another one is that some of that is what they call overseas contingency operations and you also know that I have a he's somewhat color history where the with the overseas contingency operation but I will tell you that we went through this and make sure that the money that's being requested these true woke up. Means that it's focused truly on the areas where we involved overseas Iraq. Syria Afghanistan those types of places so we have sent an eighteen billion dollars with the proposed reductions for the 2017. But not all of them were offset. This man. Hours in this is that the president called for eliminating. Casting and the National Endowment for the Arts if the Republican. Congress and the president appropriations bills that funds CPB and NEA we'll be to those bills until the Republican leadership to send bills it. Do you find those things. I think the message the president sent right now is that we wanna defund those in this completely defensible reasons for doing that it's a simple message by the way. I put myself in the shoes of that that. Steelworker. In Ohio that the coal miner the coal mining family in West Virginia. The mother of two Detroit and then think okay. I have to go ask these folks for money. And I have to tell them where I'm going to spend it. Can I really. Go to those folks look in the eyes say look I wanna take money from you and I wanna give it to the Corporation for Public Broadcasting that is a really hard sell and actually we don't think we can defend anymore. Esther Smith specific vetoes you and I both know it doesn't come over one by one line item by line has become overly small and large appropriations bills. And we'll work with congress to go through the appropriations process that will make determinations. On whether or not to sign appropriations bills or veto them. That the appropriate time is certain. We. Lingo or for his programs and you've been spending discipline would be improved congress authorized. We hope so for those he wanted to aren't familiar with this. We actually spend a pot of money in the federal them that's on programs that aren't authorized at all. Never written spending is sort they've to break it down it's sort of three step process to spend money you have to budget for a first. That you have do authorize it and you have to appropriate. But a lot of the programs that we spend money on for years have been unauthorized spending either they used to be authorized. Actually most of them used the authorized and they simply laughed and some of the we're just overall rise in the first place they simply were appropriated without any authorization. And yeah the messages that's not the right way to do it. And that we did the wrong way to do you took the heard the president talk specifically on the campaign trail. About at least 5% reductions unauthorized programs and that's what generated this budget gets. Openly talk about it he's. The president made for a course that. The housing and urban development. From how suburban and urban development budget blueprint calls for a 13%. Production six billion dollars during the course of the campaign present process specifically there urban black voters he says. What you have to lose it turns out what they have to loses six billion dollars because of many programs that benefit those communities when you say to those Americans about it. Nobody's gonna get kicked out of their houses. What we did we looked at that at the Hud budget was try to figure out a way to spend money better what we saw I talked to doctor Carson about this just today what we saw as we went through the analysis of Hud budget. Is that a lot of their money got spent on government housing and building it's actually infrastructure. And we got a sinner Karstens Hughes center what secretary Carson I talked about. District and we did do that better as we did that what we realized was we are working on a large infrastructure program we hope to run roll out this summer. And what secretary Carson wants to do is take the money for the infrastructure that's in Hud right now and not very well run. And move that into this larger program I think you'll see the same line items are similar line and the Department of Transportation for the same reason. These these do not mean the president's changing his commitment to infrastructure against far from it what we're saying is look for years and years we have built infrastructure like this. And it doesn't work very well. So let me finish vacuum and in so doing now is we're taking it out of the discretionary budget and we're going to move into the larger infrastructure plan this summer. Housing and urban development community development block grants are exclusively about housing this for a variety of different programs including in part meals. On wheels and a lot of Americans and Austin, Texas today one organization there that delivers those meals to thousands of reason is that those citizens will no longer be able to. Be provided meals in some ways it's Americans who were ultimately losing out on a house. Postings were taken out right. You know I or I think you know that meals on wheels is not a federal program it's part of that community that CD beat them block grants that we give to the states and look and act and in many states make the decision to use that money amusement here's what I can think about TV VG's because that's what we funds right. Is that it's been a 150 billion dollars on those programs since the 1970s. These are these the DC dvds have been identified as program since I believe the first actually the second Bush Administration as well that would just not showing any results. That we can't do that anymore we we can't spend money because on programs just because they sound good and great meals on wheels sounds great again that's a state decision to fund that particular. Forcibly to take that the federal money given to the states. And say look we want to give you money for programs that don't work I can't defend that anymore we cannot defend that anymore twenty trillion dollars in debt we're gonna spend money we're gonna spend a lot of money. But we're not gonna spend it on programs that cannot show that they actually deliver the promises that we make it. What are the two workers don't work as a program called shyness in Pennsylvania rural counties in Pennsylvania provides. After school educational programs for individuals losers which so. It happens because they felt. How present throughout. To the White House and curiously says those Americans in the community where they tell me today that 800 individuals will no longer children it is most. Well no longer be provided in the business you community's educational. I'm not. Regular and advantage over me because I have to memorize all 4000 items or less of an after school programs generally. They're supposed to be educational programs right that's what they're supposed to do this was to help kids who can't who don't get that at home get that so they do better in school guess what. There's no demonstrable evidence are actually doing that it knows DuPont's flavors actually helping results helping kids do better in school which is what when we took your money from you. Does it look we're gonna it's been an after school program the way he justified it was these programs are gonna help these kids do better in school and get better jobs and we can't brutalize that I. It worked because everything administration but is that no laugh. Programs out there are doing their job helping it please don't I don't I and get that now you ask me question I don't mean to but I don't believe we cut all the funding for those types of things. It's certainly. All of that. You talk about the steelworkers Ohio coal mines Pennsylvania and so on. Those workers they have an elderly mother depends on the meals on wheels program. They have kids in head start. Yeah yesterday or today before you describe this as hard our budget but it is also our target market. I don't think so in fact I think it's I think it's probably one of the most compassionate things we can do it actually took you you have. You're popular you're only focused enough half of the equation right you're focusing on. Recipients of the money we're trying to focus on both the recipients of the money and the folks who give us the money in the first place. And I think it's fairly compassion to go to them is that look we're not gonna ask you for your hard earned money anymore. Single mom of two and Detroit they give a short money. We're not gonna do that anymore unless we can a lest we think unless we can guarantee you. These effects please that is there's unless we can guarantee you that money's actually be used in a proper function. And I think that is about as compassionate you can get its. On the football cure it. On behind the front and signed it. Ask what point one billion to one point five but this year and and what's. Phone you. Odds there's no mention all the up to whether or not Mexico is gonna help pay rent or reimbursed in the US farm as a president let us. So where is that money coming. For increase in detention facilities it's a fairly significant. Increase the detention facilities because we have the president has said he wants to stop the can actually release program in fact he's assigned. An executive order to do just that. And we fund that we increase the amount of money for detention facilities for folks who come into the country illegally give it up all that and answer your first question very well. To a question about it costs are making things like transportation. And house. I'll use those would be paid for later with other appropriations but this would be balanced. And I know you've been at this hockey itself it sounds like a bit shell game though where. Your you're saying. Now this is a balanced budget but you're saying you're not stopping to pay for other things because that will be paid for later that week other rights and against not all of us to get it. And just clarify it's not a balanced budget there's to be roughly 488 billion dollar deficit according to the Congressional Budget Office next year we simply didn't add to that in order to spend more money on the president's. Priorities regarding. Moving projects out of that. Say the base budgets for the agencies into the infrastructure. If reserve program is something we've just recently started it will probably come until summer or maybe even early fall we have to do. Obamacare repeal place first. Then tax reform second leaves infrastructure probably third which may come after the August recess in congress so like I YouTube making an assumption that I'm not willing to make. You're making an assumption that all that infrastructure that we provide for later on the year's going to go to the deficit and I'm Natalie to make that assumption yes sir. On science we're gonna function we're gonna focus on the core function there's reductions for example I think in the in the NIH national institutes for health. Why. Thank you why. Because we think there's been mission creep we think they do things that are outside their core function within this tremendous opportunity for savings we recommend for example that a couple facilities. He combined the beak cost savings from that again this this comes back to the president's. Business person view of government which is if you took over this is a CEO. And you look at this and respects you know why do we have all of these facilities would why we have seven which into the same job with three will that save money the answer is yes so part of your answer is focusing on efficiencies and focusing on doing what we do. Better regarding the question as to climate change. I think the president was fairly straightforward we're not spending money on that anymore. Virtual me was putting out company you know on authorized agencies and departments and programs yet got the government. We're gonna do that at some point to shoot me debate. On whether or not these agencies and programs are achieving their mission. And if they are having great fun but if they're not we shouldn't be asking hard working American taxpayers to send more money to Washington.
